The spotters rode in a black sixteen passenger van as they looked for distracted drivers who were using cell phones while driving. The spotters then radioed Troopers, who were in cars and motorcycles, to conduct a traffic stop on the motorist. Traffic citations and warnings were given with the hopes that the motoring public will put down their cell phones and focus on driving.
