MORGAN — A Morgan County man accused of posing as a federal agent was formally charged Wednesday with sexually abusing children in his neighborhood.

Jeffrey Curtis Horrocks, 52, of Peterson, is charged in 2nd District Court with sodomy on a child, a first-degree felony; sex abuse of a child and three counts of sexual exploitation of a minor, both second-degree felonies; and dealing in harmful materials to a minor, a third-degree felony.

The investigation began when a young boy allegedly had “inappropriate sexual contact” with a girl, according to charging documents. Both children were under 8 years old. In an effort to find out where the boy learned such behavior, he was interviewed at the Children’s Justice Center.

During the interview, the boy described Horrocks as his best friend and said he spends “a lot of time at Horrocks’ house in the room described as the gun/exercise room,” the charges state.

The boy said Horrocks once showed him a video of Horrocks having sex with his wife. “The child stated this video was seen by accident, but then Horrocks let him continue to watch the video and other pornographic videos,” according to the charges.

The boy then revealed the two would watch these videos with their pants off, according to the charges. Horrocks is accused of sexually abusing the boy during these times and filming some of the incidents on his cellphone.

Police served a search warrant on Horrocks’ residence and several electronic devices were searched, one of which showed suspected child pornography filmed by cameras inside his house of another child, the charging documents state.

“After denying the allegations several times, Horrocks willfully submitted to a polygraph test. The interviewer stated that Horrocks failed the test, and he eventually admitted to sexually abusing the child,” according to the charges.

When Horrocks was arrested on Monday, it was also learned that he “has been spreading the image that he is a federal agent to the community, to the extent of printing fake certificates hanging on his walls, using realistic-looking badges, and having clothing to match the character,” a police affidavit states.

Investigators with the Morgan County Sheriff’s Office said they fear there could be additional victims and ask anyone with information to contact the sheriff’s office at 801-829-0590.
