Singer-songwriter Bob Dylan has been awarded the highest cultural honor France can bestow upon an individual. The minister of culture informed Dylan last week that he has been awarded the title of "Commandeur Dans L'Ordre des Arts et Des Lettres," said Dylan's publicist, Elliot Mintz. Dylan has been touring in Europe, performing nightly.
