President Clinton participated Tuesday in a groundbreaking ceremony for a memorial to the 270 victims of the midair explosion of a Pan Am jumbo jet.

Clinton called the airplane bombing "an attack on Americans" and denounced terrorist outlaws who want to advance their agenda "through fear."The memorial at Arlington National Cemetery is a traditional Scottish burial marker using 270 red stones taken from a quarry outside of Lockerbie, Scotland, where the plane went down in 1988.

The ceremony was held five years to the day after Pan Am Flight 103, filled with Christmas travelers from 21 nations, exploded over Lockerbie. Two Libyans have been accused of the terrorist attack.

Clinton said the United States will not rest until the accused are brought to justice.

Jane Schultz of Ridgefield, N.J., mother of one of the victims and a driving force for the memorial, said the victims "will be forever memorialized in this hallowed place."
