Military representatives from the United States and three other countries left for Haiti Wednesday to ask Haiti's military leadership to fulfill its promise to restore democracy, U.S. officials said.

The representatives from the United States, France, Canada and Venezuela were prepared to warn Army chief Raoul Cedras that existing international sanctions against Haiti may be tightened if he and his allies remain inflexible.One possibility being discussed is the suspension of all international flights to and from Haiti, according to the officials.
