A witness in the Vincent Foster case alleges in a $1.5 million lawsuit that two FBI agents and 26 other people conspired to discourage him from testifying about what he saw in the park where the deputy White House counsel's body was found.

Patrick Knowlton says the FBI falsified information he gave investigators and that he was harassed by people who followed him after his account in the Foster case became public.The lawsuit, filed under seal Oct. 25 in U.S. District Court, says FBI agents and people who allegedly intimidated Knowlton conspired to violate his civil rights and inflicted emotional distress on him.

Knowlton's lawyer, John Clarke, said the suit would be unsealed Tuesday.

Whitewater prosecutors have been investigating Foster's death for the past three years. Two investigations have concluded that Foster died of a self-inflicted gunshot wound to the head.
