Gephardt, chosen by acclamation Monday to be House minority leader, said if there is "lock-step voting" by a conservative-dominated GOP next year, bipartisan agreement on budget, campaign finance and other issues will be hard to reach.Rep. David Bonior of Michigan again will be whip, the No. 2 job. Rep. Vic Fazio of California will be caucus chairman, Rep. Barbara Ken-nel-ly of Connecticut will be caucus vice chairwoman and Rep. Martin Frost of Texas will chair House Democrats' campaign committee.
