The police department's most prolific ticket writer was ordered to pay $5,000 to a heart surgeon who said he was put in a headlock and suffered a broken hand after being stopped for speeding.

Patricio Ilabaca, 54, said officer Owen Selby grabbed him, slammed him against his car and kneed him because he argued about the ticket in 1993.Selby, a 24-year veteran who writes 3,000 tickets a year, acknowledged there was physical contact but said he did not try to hurt the doctor.
