A transient known to frequent Salt Lake City, Ogden and Fort Duchesne has been charged in the murder of Sammy Neal Montgomery, another transient.

Raymond Manning, 44, was charged with criminal homicide, a first-degree felony, and use of a dangerous weapon by a restricted person, a third-degree felony, Thursday in 3rd District Court. Manning remains in the Salt Lake County Jail after he was picked up by Ogden police last weekend.

On Aug. 8, Montgomery and Manning got into an argument near 400 South and 400 East, according to the charges. Four witnesses told police that after the argument, there was a period of calm. Then Manning approached Montgomery and stabbed him twice, charges state.

Montgomery left the area and contacted police. He died shortly after, charges state.

The Utah State Medical Examiner's Office determined Montgomery died of a stab wound to the left lung and heart.

Manning was convicted of aggravated sexual assault, a first-degree felony, and aggravated burglary, a first-degree felony, on Jan. 9, 1996, in 8th District Court in Roosevelt, making him a restricted person, charges state.
