When Bill Clinton took office, the budget deficit was $290 billion. When he left, there was a budget surplus of more than $230 billion — the greatest surplus in U.S. history. The Clinton administration paid down the national debt $216 billion in 2000, which represented the largest paydown in U.S. history. The national debt was actually $2.4 trillion lower when Clinton left office than when he began.
