SALT LAKE CITY — Police say a West Valley man talked at length about sexually abusing children and tried to arrange an encounter with a 9-year-old girl.

Lowell David Smith, 43, was arrested Wednesday and booked into the Davis County Jail for investigation of criminal solicitation, 10 counts of sexual exploitation of a minor and enticing a minor.

An undercover agent with the FBI Child Exploitation and Human Trafficking Task Force posed online as a father offering his fictitious 9-year-old daughter for sex, according to a police affidavit.

Smith contacted the undercover agent, expressed his desire to sexually abuse his daughter and “produced a pornography video of Smith sexually abusing her,” according to the affidavit.

Smith sent the undercover agent numerous child porn videos “to show that he was legitimate and stated he wanted to sexually abuse the 9-year-old,” the affidavit states.

The agent arranged to meet Smith in Farmington, at which time Smith “talked about bringing other children to this meeting“ and sent a message stating “Btw I plan on getting my hands on other little girls too,” according to the affidavit. He also “talked about wanting to get other women pregnant so he could raise those children and sexually abuse them,” the affidavit states.

Smith was arrested when he arrived at the designated meeting location.
