MILLCREEK — Millcreek City Councilwoman Beverley Uipi, 44, has been charged with DUI.
Uipi was charged last month with driving under the influence, a class B misdemeanor, and failing to stay in her lane, an infraction.
Uipi was traveling on I-215 near 4100 South about 6:20 p.m. on April 5 when she veered out of her lane and hit a concrete barrier on an off-ramp, according to charging documents.
Uipi was transported to St. Mark’s Hospital to be checked out. It was there where a Utah Highway Patrol trooper interviewed her.
“While talking with Beverley she appeared lethargic, had slow slurred speech, bloodshot watery eyes, and relaxed facial features. I could smell an odor of alcohol coming from her breath,” the trooper wrote in the police affidavit.
When asked if she had been drinking, Uipi “stated she had about three mixed drinks of tequila, did not remember anything about the crash, but asked if she hurt anyone,” the affidavit states.
A warrant was obtained to draw Uipi’s blood, which was tested by the Utah State Crime Lab. Her blood alcohol content registered at 0.28%, or more than five times the legal limit.
Uipi was elected to the Millcreek City Council in 2016. She was also deputy director of administrative services for the Utah Board of Pardons and Parole but no longer works for them, a spokesman for the board confirmed. However, the spokesman declined to say whether she was terminated due to her DUI arrest or if her departure was related to the arrest at all.

The board of pardons also confirmed that the director of administrative services, Dennis Moxon, is on leave but has declined to say why. An automated response from Moxon’s email states he will be out of the office until June 30.
Neither Uipi nor her attorney responded to Deseret News requests for comment.
Millcreek Mayor Jeff Silvestrini said he was aware of her arrest but declined comment, other than to say people are innocent until proven guilty and that he appreciates the valuable contribution she makes to the City Council.
