A Nicaraguan legislative commission Friday approved a proposed amnesty law for members of President Daniel Ortega's outgoing government as the incoming opposition accused the Sandinistas of trying to impede the April 25 transfer of power.

A special commission Friday morning approved an amnesty law that would forgive any crimes committed by Contra rebels, Sandinista soldiers, or Sandinista government functionaries.Leaders of President-elect Violeta Chamorro's National Opposition Union said at a news conference Friday that Sandinista activist were "massively and indiscriminately" looting government goods and handing out homes, cars and other state property to party supporters.
