Wellington Webb, with his wife, Wilma, at his side, walks from his home to Denver's City and County Building Monday for his inauguration as the city's first black mayor. He laid out a meat-and-potatoes agenda of "grit, determination and hard work" to make city government work for the average citizen. "Our mission is clear," Webb told a Civic Center crowd of about 3,000 people. "We must keep our eyes focused on the mountaintops but never lose sight of the bottom line." He vowed to keep a tight rein on the city's checkbook.
