POLICE in Antioch, Calif., arrested two men in the kidnapping of a jeweler's wife who was held for three days in a garage and then mysteriously dropped off 30 miles from home with no ransom paid. . . . THE BODIES of a Belgian woman and her Algerian husband were found Wednesday in Algiers, Algeria, raising to 24 the number of foreigners killed in a nearly two-year-old Muslim fundamentalist insurgency. . . . THE INTERNATIONAL Federation of Journalists in Brussels, Belgium, says at least 75 journalists died in the line of duty in 1993, including 13 who lost their lives reporting from Bosnia-Herzegovina.
