Russia has abandoned plans to sharply reduce the size of its army and will form a rapid deployment force to adapt to modern conditions, the defense minister said Wednesday. The army now has 2.3 million servicemen, and by the end of 1994 it will be cut to 2.1 million and then remain stable, Pavel Grachev said at a news conference.
