Utah consumers planning to improve home energy efficiency should check what incentives are being offered by Rocky Mountain Power.
The Utah Division of Consumer Protection has been getting complaints from consumers who feel they've been misled by some contractors about how the power company reimburses customers after qualifying home improvements have been made.
"Just as consumers need to carefully screen contractors they hire, they also need to review the rules of Rocky Mountain Power's Home Energy Savings Program so there are no surprises when the job is done," said Francine A. Giani, executive director of the Utah Department of Commerce. "We have also heard that there may be a glut of some supplies on the market such as insulation, which could be adding confusion to the bidding process as well."

Consumers need to get quotes from three different licensed contractors, regardless of "deals," Giani said. And all the contractors should be given the exact same description of the work, including installation instructions from the utility to qualify for incentives.
That should be written in the contract. Customers should also check references and get proof of license and insurance, as well as a written warranty, among other things.
