SALT LAKE CITY — A man already on the Utah Sex Offender Registry has been arrested again for alleged crimes against a juvenile.
Franklin Henry Carroll, 23, was arrested Wednesday by the Duchesne County Sheriff’s Office for investigation of rape, forcible sodomy and sexual exploitation of minor.
Carroll is accused of sexually assaulting a 17-year-old boy on Aug. 25 while he was passed out, according to a police affidavit.

In 2018 he was charged in several cases involving minors, and was convicted in a global resolution of those cases in November of sexual exploitation of a minor and unlawful sexual activity with a minor, according to court records.
